Diagnosed conditions affecting development

If an infant or toddler does not have a "high probability" condition, it does not mean that the child will not or cannot be found eligible for Infant and Toddler Intervention. The local school district should complete a comprehensive evaluation of the child and consider informed clinical opinion to establish eligibility for children under the age of three in the absence of qualifying scores on the evaluation and with appropriate medical documentation.

The Early Intervention Colorado database, below, was developed through review of current medical research and is a Federally-recognized source. There may be conditions listed in the database and on the excluded conditions document included within the website that are not consistent with Minnesota's current guidance.

Some established conditions specific to Minnesota include:

• Very low birth weight infants born at less than 1500 grams (considered up to 2 years of age)
• Blood lead level of greater than or equal to 45 µg/dL (Lead - MN Dept. of Health for information and resources)
• Axis I conditions from the Diagnostic Classifications 0–3 Revised (DC: 0-3R)
• Hearing loss
• Mental health conditions diagnosed using DC:0-5 that establish eligibility for Part C and Preschool Special Education

Any state's list that is accessed to assist with establishing eligibility under the "high probability" pathway should be viewed as a general guideline. Districts may need to conduct additional research on a specific condition or contact the Minnesota Department of Education at mde.ecse@state.mn.us for more information.
